City Arts is a partnership of three nonprofit organizations, Homes for America, Jubilee Baltimore, and TRF Development Partners Baltimore. The apartments are managed by WinnResidential.

Homes for America (HFA) is a non-profit housing corporation which specializes in creating and preserving affordable housing enhanced with services. HFA’s housing serves individuals and families of modest incomes. The rental communities serve senior citizens, families and persons with special needs in a wide variety of settings across the mid-Atlantic area.

Founded in 1994, HFA has developed and owns nearly 5,000 units of rental housing in over 60 communities in the mid-Atlantic states. Jubilee Baltimore

Jubilee Baltimore is a non-profit developer and neighborhood revitalization organization. TRF Development Partners Baltimore (TRF DP) is a partnership of The Reinvestment Fund (TRF) and Baltimoreans United in Leadership Development (BUILD).
